Advocating for solutions is not enough; we must fairly and effectively implement life-saving, violence-preventing, and harm-reducing approaches in and with our communities.

Working Collaboratively with Organizations & Communities

Julia works in states across the U.S. on drafting policies and procedures, providing training relevant to a wide range of professionals working with families and in various systems and organizations, and consulting on robust, fair, and equitable implementation of promising practices. She can work with your organization or community to develop tailored resources including policies, guidelines, curricula, training events, convenings, and more. Her work focuses largely on firearms violence prevention (addressing homicide, suicide, community violence, unintentional, and state-involved shootings), intimate partner violence intervention & prevention, reducing risk in family law and child custody matters, and ways to most effectively, and fairly, implement promising practices fairly and equitably. Examples of her work include:

  • Implementation Toolkit for Gun Safety Laws Julia developed while working at Giffords
  • This chart Julia produced to help professionals and the public distinguish between the various civil firearm-prohibiting remedies available in California
  • Endinggv.org, a resource guide for those working in the domestic violence space to help address the intersection of domestic violence and firearms that Julia worked on as part of a team led by the California Partnership to End Domestic Violence in 2023

Julia’s background includes working directly with families to resolve conflict and prevent violence. She builds on that experience to craft meaningful policies and procedures that fairly seek to reduce risk and increase safety in creative, updated, and innovative ways.

She’s also spent her career working to improve access to justice and to addressing the harm and violence associated with discrimination based on gender, race, class, sexuality, immigration status, religion, and other identifying characteristics. Because violence disproportionately impacts communities of color, women and girls (and women and girls of color in particular), and the most vulnerable among us, violence prevention policies must include a focus on reducing and eliminating bias. Her focus on supporting safe communities is guided by a commitment to centering equity, fairness, research, and doing what genuinely works to improve people’s lives.

Working with Attorneys & Individuals

Julia consults with attorneys and individuals and has served as an expert witness on domestic violence, family law, and child custody/parenting time cases. She is a mediator, has represented children, and has worked on many of the laws guiding child custody proceedings in California; she also regularly trains family law professionals nationally on legal issues and promising practices for reducing risk, increasing safety, and improving access to justice.
